Well-designed social protection measures are powerful tools for governments to reduce poverty and economic inequality and meet their human rights obligations. Social protection is enshrined in the Universal Declaration of Human Rights and the International Covenant on Economic, Social, and Cultural Rights. The vast majority of the world’s people are unable to enjoy the fundamental right to social security; approximately three-quarters of them lack adequate social protection.

Governments across the globe face major challenges in the identification of genuine beneficiaries as many databases are in silos with lots of anomalies, and duplication without updated information. Tech-led automation and digitalization are facilitating integration and sanitization of the citizen database and capturing 360-degree information. With political will, sound design, costing and fiscal space analysis, as well as inclusive social dialogue, even in times of austerity, social protection systems can be progressively established and strengthened through an authenticated unified database of citizens formed through social registry. Social registry is a great enabler for social protection system.
