A simple, transparent and efficient governance & regulatory environment is an essential requirement for ease of doing business in a country. Ease of Doing Business enhances investor confidence and helps attract Foreign Direct Investments. In addition, transparent regimes lower costs of doing business and give a boost to small & local businesses to realize their entrepreneurial ambitions. Enabled by technology, a rule based business environment can be ushered in, thereby eliminating structural demand-supply bottlenecks that can impede growth.

Thus it becomes vital for governments to build confidence in the industrial community towards setting up their businesses there. Many governments are taking steps to streamline and impart absolute transparency to land allotments in all sorts of industrial and commercial areas. The use of technology can to a very large extent help mitigate a lot of bottlenecks that are associated with a manual process. These technology interventions can work with the various departments to ensure that the process is seamless, transparent as well as efficient.

To help streamline the process, CSM as part of their Land and Industry suite of products, has developed an electronic Land Allotment System. Built to meet the needs of land holding agencies, townships and industrial complexes, the system helps in achieving a streamlined framework for managing their land resources, bring ease in the entire transaction and provide constant feedback and reports for monitoring. The efficiency is improved by making it paperless, and a customer friendly dashboard for both the agencies and their clients ensures transparency.

Key features of the system are as below:

  • GIS Map of all land Assets- The GIS module is a highly customisable system that is used to show the land pool available for a client / customer. Details such as road frontage, corner, Floor Space Index (FSI), setback and other parameters are also mapped on the GIS
  • Customer Profile – This module allows a prospective customer to build a profile on the system. A unique customer number is assigned for each registration and the same is used for tracking all transactions in the system. The module also allows for a customer / client / investor to ask for plot customisations (add adjacent plots or reduce size) of plots based on their requirements. They also submit their project proposal for which the land is required.
  • Approval Module – The brains of the system. This module is critical for the approval of the project proposal as well as allocation of the land required. The module uses Machine Learning to automatically rate 75% of the feasibility of the project report, based on predefined parameters. Post the same, there is an option for a manual scrutiny.
  • Meeting Scheduler- If the Approval Process requires a manual team to evaluate, the work flow has a built in meeting scheduler to schedule a convenient time and date for the committee to meet and decide on the project.
  • Integration with Payment Gateway- After the approval of the project reports, the system generates an approval letter, following which the customer is directed for online payment through an integrated payment gateway.
  • Issue of Digitally Signed Documents- Post payment, the system generates a digitally signed possession letter and an agreement.

To ensure greater efficiency in land allotment, Aurangabad Industrial Township Limited (AITL), a SPV between Delhi Mumbai Industrial Corridor Development Corporation (DMICDC) and Maharashtra Industrial Development Corporation (MIDC) has introduced our first of its kind Land Allotment System in the country where end-to-end land allotment processes have been automated with minimal in-person interventions. This is a great breakthrough in the use of ICT interventions to provide a conducive & convenient ecosystem to investors. This paperless & contactless Single Window System will prove to be a path breaking innovation that unlocks the true potential of land.

The Land Allotment System is an end of end solution, that can be deployed offsite (on the cloud), or onsite, at your server farms. Since this is similar to any ERP software, the system is highly customisable and modular in its approach. You can make changes, create new work flows and reporting dashboards to suit your requirements.
