When it comes to setting up a business, investors often face a maze of departmental approvals, unclear procedures, and paperwork-heavy processes that delay projects and dilute investor interest. Whether it’s land acquisition, construction permits, or environmental clearances, the lack of a unified approach has historically led to fragmented interfaces, confusion, and frustration. For any industrial investor, domestic or foreign; the need for a single, seamless, digital gateway is no longer optional but essential to enable swift and transparent decision-making.
Previously, undefined timelines and manual processes hampered the ease of doing business. Investors had to submit applications separately to multiple departments, often in person, with no mechanism to track progress or receive timely updates. There was no centralized Management Information System (MIS) to monitor status, payments, or departmental accountability. To address these challenges, Single Window Systems were introduced as paperless, contactless, ICT-backed solutions. These platforms not only reduce turnaround time and procedural delays but also establish transparency, streamline workflows, and eliminate redundancies. India’s significant leap from rank 142 in 2014 to 63 in 2019 in the World Bank’s Ease of Doing Business Index is largely attributed to such initiatives under the DPIIT-led Business Reforms Action Plan.
One such impactful implementation is GO SWIFT, initiated in June 2017 by the Department of Industries, Government of Odisha. Developed for the Industrial Promotion and Investment Corporation of Odisha Limited (IPICOL), the portal brings together 32 investor services from 15 government departments, integrated through APIs. GO SWIFT ensures that all approvals follow mandated timelines under the Odisha Right to Public Services Act (ORTPSA) 2012. The system is also equipped with payment gateway integration and real-time notifications via SMS and email, making the approval process more accessible, predictable, and investor-friendly.
