New Digital Provision Empowers MLAs and MLCs to Monitor MKVY Infrastructure Projects in Their Constituencies

The Government of Bihar today unveiled a major digital governance initiative with the launch of a new Project Monitoring System (PMS) for the Local Area Engineering Organization (LAEO) under the Planning and Development Department. Hon'ble Chief Minister Shri Samrat Choudhary formally launched the platform during the AI Sensitization and Orientation Programme on the Implementation of the Mukhyamantri Kshetra Vikas Yojana – (MKVY) organised for the Hon'ble Members of the Bihar Legislative Council & Assembly at the Bihar Vidhan Sabha, Patna.

Developed by CSM Technologies, the web-based Project Monitoring System introduces a first-of-its-kind digital provision that enables Hon'ble Members of the Legislative Assembly & Council (MLAs & MLCs) to access and monitor development projects being executed within their respective constituencies. The platform provides real-time visibility into project status, physical progress, construction milestones and implementation updates, strengthening transparency, accountability and informed decision-making.

The Project Monitoring System has been designed as a comprehensive decision-support platform for monitoring infrastructure projects undertaken under the Mukhyamantri Kshetra Vikas Yojana (MKVY) across Bihar. Replacing manual monitoring processes, the platform captures weekly progress updates from field officers and provides live project information to enable timely review and intervention throughout the project lifecycle.

The platform incorporates several advanced digital features, including milestone-wise tracking through a digital Measurement Book (mBook), site measurement records, geo-tagged live photographs of construction progress, interactive dashboards and a comprehensive suite of MIS reports. These capabilities enable the Planning and Development Department and LAEO to monitor project execution more effectively while ensuring greater efficiency, transparency and data-driven governance.

The launch took place during an AI sensitization programme aimed at familiarising members of the Bihar Legislative Council with the role of Artificial Intelligence in governance and the implementation of the Mukhyamantri Kshetra Vikas Yojana Scheme. The programme was attended by several senior leaders, including Dr. Prem Kumar, Hon'ble Chairman, Bihar Legislative Assembly; Sri Mithilesh Tiwari , Hon'ble Education Minister; Shri Bhagwan Singh Kushwaha, Hon'ble Minister, Planning and Development Department; Shri Awadhesh Narayan Singh, Hon'ble Chairman, Bihar Legislative Council; Shri Bijendra Prasad Yadav, Hon'ble Deputy Chief Minister; Shri Vijay Kumar Choudhary, Hon'ble Deputy Chief Minister; and Shri Nitish Mishra, Hon'ble Minister, IT  Department.

The launch of the new provision marks another significant milestone in Bihar's digital governance journey, leveraging technology to improve oversight of public infrastructure projects while empowering elected representatives with timely access to project information. By strengthening transparency and enabling data-driven monitoring, the initiative is expected to accelerate project execution and improve the delivery of development outcomes across the state.
