Property tax, also known as house tax, is levied on ownership of any real property (building and land) within the municipal area by the respective ULBs. It is envisaged for the primary purpose of development and maintenance of urban areas. However, revenue collections from it are quite low as it is poorly administered. Especially cities in the developing regions of the world are constrained by limited municipal revenues and resources to undertake necessary public investments for providing urban infrastructure and services on a sustainable basis. This comes in the way of harnessing their potential as critical drivers of economic growth and development.  In many developing cities in Africa and Asia, fast paced urbanization has outstripped public investment, resulting in the emergence of widespread slums, congestion, crime, contagious disease and growing informal employment based on uncompetitive service provision. Poor infrastructure and low-quality housing make cities less attractive to foreign investment, further harming job creation in cities.

The benefits of using CSM’s Property & Holdings Tax System are:

  • Streamlining a traditional and cumbersome process: Automated workflow enables the correct revenue officials receive the property application, process it, calculate property tax based on rules of the ULB, issue Special notices, calculate penalties & Keeps the customer informed on the status of their application. This reduces human errors, improves consistency across the various users
  • Insights from dynamic dashboards and reports: Dashboards provide at-a-glance views of Key Performance Indicators. Revenue collected over different time periods can be tracked and analyzed by geography, property type, ownership, this helps to identify delinquent filers. Administrators can use the information to make informed decisions to improve the revenue yields of ULB’s
  • Improved Productivity:  Applications get automatically directed to the correct functionary based on their responsibility and follows a pre-set consistent process. The app provides a comprehensive Inbox enabling Employees to always know the items they must work on every time they log in. It also reduces manual work in tracking property applications. Automatic updates/alerts are sent to citizens on the status of the application – avoiding follow ups from customers
  • Tracks employee performance: The app records collection data for each Revenue official in their allocated wards and zones. Administrators can use the data to review the work of officials, identify and recognize top performers. Further analysis assists in better resource allocation—officials can be assigned based on workload. SLA adherence on various property related services are enabled through dashboards to monitor employee performance
  • Tracks Leakage: Track the Top defaulters and initiate proactive action for recovery of dues
  • Multi-channel access for citizens to ULB system: Citizens can avoid going to ULBs by availing of the services through the Citizen Service centers, ULB portal, Citizen portal, Mobile App etc. Get status updates on the progress made and appropriate alerts for them to get easy access to make payments, download their service completion notices/ other outputs.

At present, revenues from Property tax roughly constitute 0.2% of the gross domestic product (GDP) in India, while in case of the developed countries, like Canada and US, it contributes up to 3 to 4% of their GDP. For African countries it’s a mere 0.38%. There’s clearly a drastic need for revamping the current systems and that’s where we step in. We, at CSM, are forever in the pursuit of bridging the gap with our top-notch e-governance solutions that encourage accountability and transparency of the ULBs to their citizens through their functional and fiscal empowerment.

For government local bodies especially, levying property tax becomes a significant task and must be tracked, serviced and managed well in an integrated manner. And that is what CSM’s Property & Holding Tax does by facilitating the government and its citizens.
