Rapid increase in urbanization and per capita income has significantly led to an increase in municipal solid waste generation in the country. The generation of solid waste is on the rise on account of increase in disposable incomes and economic growth of nations. By 2050, worldwide municipal solid waste generation is expected to have increased by roughly 70 percent to 3.4 billion metric tons. According to 2016 estimates, India generated about 270 million tons of annual municipal solid waste, which was about 13 percent of the global waste. This is projected to increase to 543 million tons in 2050.

Improper disposal of municipal solid waste can create unsanitary conditions, and these conditions in turn can lead to pollution of the environment and to outbreaks of vector-borne disease—that is, diseases spread by rodents and insects. With such immense volumes of waste arising, the need for authorities to provide adequate waste treatment and disposal services has become ever more important. Thus it is important to stress that better solid waste management programs are urgently needed to collect, treat and dispose of solid waste generated in an environmentally and socially satisfactory manner using the most economical means available.

Managing waste properly is essential for building sustainable and liveable cities, but it remains a challenge for many developing countries and cities. Effective waste management is expensive, often comprising 20%–50% of municipal budgets. The tasks of solid-waste management present complex technical challenges. They also pose a wide variety of administrative, economic, and social problems that must be managed and solved.  Operating this essential municipal service requires integrated systems that are efficient, sustainable, and socially supported. Thus the ICT intervention can help detect blind spots in collection & transportation of solid waste and improve the data quality for better insights into waste streams during operations.

Key features of the solution include:

  • Attendance Capture:
    • GPS based mobile device biometric attendance capture helps in marking attendance on the go
  • Permit Generation:
    •  Enables sanction of new or renewed permits for solid waste collection & transportation
  • Robust transit management system:
    • Configuration of route and GPS based vehicle tracking to ensure route compliance
    • Can be integrated with RFID/ IoT for validating loading & unloading of waste
    • Can be integrated with camera feeds for live monitoring of activities at Transit stations
  • Billing and Collection:
    • Integrated with weighbridge for generating demand note for billing based on weight of solid waste handled
    • Provision for penalty deduction in case of any malpractice or deviation in SLAs
    •  Integrated with payment gateway for timely transfer of vendor dues
  • Centralized grievance redressal system:
    •  Complaints raised by citizens on portal / social media / IVRS call center taken up for immediate resolution
    • The automated workflows and notifications to ward level authorities for required action
  • Comprehensive dashboard and analytics:
    • Graphical visualizations for vendor wise performance (trips done, vehicles engaged, metric tonne of waste collected, material-wise segregation, billed amount, penalties imposed) and trends (time and date wise summary) in waste management.
    • Bin locations, landfill locations, waste management assets can be mapped in geospatial system.

Benefits:

  • Transparency (real time monitoring) & efficiency (reduction in manual interventions) for solid waste collection & transportation
  • Agility in effectively tackling citizen grievances around solid waste disposal
  • Improved enforcement of SLAs for vendors contracted by the city authorities for waste management
  • Lays the foundation for better sourcing of valuable materials in the waste streams and effective link to other sectors in a future circular economy
CSM’s solid waste management system enables municipal corporations and smart cities' missions to real time monitor collection & transportation of solid waste in the city. The integrated platform leveraged through emerging technologies ensure transparency through real time monitoring, brings agility in managing grievances , better workforce management and right sourcing of materials.
